CA state registration required?

I am in MI and state law requires CA to have an active license to collect debts. I view the list and this CA was not listed. They have listed this debt on my credit report. I have sent them a DV ltr asking for validation and an active license number and am awaiting their response. I am not opposed to paying, however, I want to ensure they own the debt before I pay. Why would they purchase a debt for a state they are not even licensed in? And if they are not licensed, do I have to pay them?


It's likely a JDB. They buy these accounts for pennies and, because most people are not aware of collection laws and easily scared, they pay them. It's a lucrative business. They prey on people's fear and guilt. If they aren't licensed to collect in your state, the answer is no. You don't have to pay them.
