citicard reneges on offer?

I'm about 6 months delinquent on a Citibank card, and they sent me an offer for about 40% settlement of the offer.
I call, make the offer, get a verbal confirmation number and they say that they will take the money out on the money from my debit card [with 3 months of payments to finish it off] on 8/6/10.
They didn't take the money out when they said they would, and I didn't notice till a bit later that week [Friday, 8/11]. So I call. I'm passed around 6 times, till I find out that they had noted that I would pay via mail [which would have been over a weekend and impossible] which is why it didn't go through. I'm passed along again because they want to charge off the card, so they say it is past collections, yet still at Citibank.
They try to make ANOTHER offer as they say it is now moving into charge-off and they have to make another deal. I refuse their higher offers and told them I will only take the original offer they had made with me. They say they will submit it but it usually is refused and I am now waiting up to 2 weeks to see if they will accept this or if we're back at the starting block.
This truly seems like a bait and switch - the money is there, they made the error, yet they don't want to honor the offer. Anyone else have a similar experience?

I haven't had the experience with Citi but I have with others. It's common, which is why we always advise to get all agreements in writing. They'll eventually accept your offer. If they give you another offer, even if it's higher, as for it in writing and then send a counter offer, in writing, with your original agreement terms.
