Not at all. The illegal payday lenders will always use this BS to make consumers pay them. Tell them that since you are not a resident of Utah (or any other state), their states' PDL laws doesn't apply on you. Your state laws prevail.

I live in KY also. Internet PDay loans are not recognized by the state and are illegal. All PDay lenders are required to be bonded by the state of KY and have at least one physical office that the do business out of if they want to do business in KY.
The reason that other state laws do not apply is they can not sue you in another state. The have to bring suit against you in the county of the state that you reside in. They can not force you to come to Utah to defend yourself when you live in KY. They can not bring suit against you in KY and then try to use Utah law to prove their case. This is true for any civil matter I believe although I do have some confusion on what happens if you just recently moved from one state to another state. I still think they have to come to your current county but I have seen some argue that they can sue in your old state and/or use laws from the old state.
