The number is most probably of a scam debt collector who threatens people to make them pay.
Scam when false information is given.
Even when money is owed credit collectors make false claims about what they can and will do to to or for you. They will claim that they will sue you, will send poice, or even pretend to call people to a fake court with fake judge and deputies. Know your states laws and do not accept such scams.
The number is that of NCI a collections agency.

I got a call from this number and it was about a debt I could not pay from the previous month. The woman I spoke with was very kind and worked out a payment plan with me so I could pay the debt off and keep my credit in good standings.
