Hi Guest,
It's great to meet a fellow Californian. Well about your query, Check into Cash is a member of CFSA which means you'll be able to get an Extended Payment Plan (EPP) if you ask for it.
First Bank of Delaware is an installment loan and is not ruled by PDL laws. You may get a payment plan from them.
Qloot aka VIPCash, ZIP19, Payday loans of America and Us Fast Cash are all illegal in the state of California. Don't pay them a dime more than the actual amount borrowed.

Thank you fellow Californian. I would like to ask how they would respond to the letter? Do I have to consult a lawyer? Thank you again for your response.

As per my experience with illegal PDLs, after I sent the letters, they tried to hit my account and when they couldn't, they sent me a lot of BS like they are not bound to follow our laws and more. Don't worry, they won't be able to do anything.
Tell them that you'll pay the principal amount borrowed minus whatever you have already paid to them by money order. And ask for a PIF (Paid in Full). BEst of luck and keep us posted about the proceedings.
