Payday Loan Madness

We live in Illinois and are almost 3 years into a chapter 13 bankruptcy. We struggle every day and currently have 5 payday loans. All offer rollovers except one, which we re-loan on every two weeks to cover what we spent to pay it off. We're trapped in this horrible cycle and don't see any way out. I'm considering closing my bank account and starting all over, but I'm scared of doing that - thinking might just be making things worse. Has anyone done this? Did it help or was the hassle of switching banks more trouble than it was worth? Also, I've heard a lot about companies not licensed in the state where you live not being able to come after you for the debt. How can I find out if any of the companies we've borrowed from are licensed in Illinois or not?
