The sheriff stated that I could make payments to him but they could not be small amounts because he could only hold the paper for no more than 3 or 4 months. I could call the office for Midland Funding to try to set up payments on a smaller scale if needed. I guess my question is who the heck is Midland Funding LLC and what are they trying to collect for. What are my options here because I am seeing nothing but bad things about this company.

You should have received a final demand for payment from them. They have to send this and give you thirty days to validate the debt. But since you have not been sent any collection letter, I think you can challenge the debt.
Now that you have the summons, don't ignore it. File an answer to the summons with your local court. It costs nothing to file an answer, there are no court fees for it. Make it short and sweet, something like "I dispute the validity of this debt as I do not believe it is my debt'.
Midland Funding files many cases in local courts in your state or area. They rely on debtors not showing up in court and winning by default. If you don't show up for the hearing on the date specified the court assumes you owe the debt and awards them the amount they say you allegedly owe. You may just win the case if you show up in court and they don't.
If you have the money you can retain a consumer lawyer in your area to handle the case for you. They cost less to retain than the amount you owe on the debt and they save you a lot of dollars and time. Many times if Midland sees that you hired an attorney they will drop the suit.

Do you remember of taking any loans which you have not paid back???? Midland Funding buys old debts and start collecting on them. Be careful handling them.

first off a couple of questions.
1)what state are you in?
2)were you ever served before this?
take that letter to your county court and verify it.you could have any action vacated for improper service.seeng as you have never heard of this before.btw this seems fishy to me as the job of the sheriff is not to collect or take payments.look into this thoroughly before proceeding.
