I currently have roughly $30000 in credit cards debt. I have the cash to pay these off, but would like to know if a program like this would allow me to reduce the payment.

What you should do depends on your overall situation and what the opportunity cost is of using the 30K to pay off your cards. You mention a "program like this" but don't specify what that progam is.
