Need help on garnishment and arranged plan payment

Technically for teachers summer lay offs are not considered unemployment, so the garnishment continues and once a garnishment starts, it is not suppose to stop per the HEA rules

The garnishment had not started at all, I was told it was mailed the day before but that they were going to send a letter to stop it. If that is the case why bother offering a payment plan?
