I reside in California. Currently I have the following loans and total amounts due:

Pay Day One: 300
Cash Net USA: 300
Pay Day Island: 625
Discount Advances: 1020
Ameriloan: 390

I'm barely staying afloat by making minimum principal payments.

Ameriloan, Discount Advances and Ameriloan are illegal PDL lenders in your state. You are only morally responsible to pay the actual amount borrowed from them. Check out the following link to know how you should deal with these illegal lenders: http://www.debtconsolidationcare.com/paydayloan/illegal-pdl-dealings.html.

Payday One and Cashnet USA will offer you payment arrangements, but you will need task them about it.

I understand. One more question for you then...i've been on this treadmill for a while, esp with the illegal companies. I've paid off loans and gotten new ones with the same companies a few times over the past 2 years. (Stupid, I know). Would the excess fees from old loans cover the existing ones?

In answer to your question regarding past fees - it may and it's definitely worth a shot putting it to the lenders in those terms. I had fees from a previous loan that were counted towards the prinicpal of a current loan lead to a PIF. Add it up and see where you stand - it's likely you have paid your lenders in full already and may even have overpaid them.

I am sure you have paid back something to Discount Advances. Deduct whatever they have taken from you as fees, charges, etc. and then send them the letter that is there in the link that I have provided you in one of my previous post.

These illegal PDLs will try and not give you a refund but you must push them for it. If you are lucky, you will get a refund.

I personally have not ever asked for one so I can't speak first hand to that - however it appears from other posts there is a likelyhood you'll get something back. I believe Discount Advance is part of the Credit Protection Depot group - if you search for that name or Paydaymax you might be able to see how successful people have been, strategies, etc.
