validation notice per FDCPA rules?

Based on the FDCPA rules isn't a CA required to send a 'validation notice' w/i 5 days of first contact or even prior to contacting the cardholder? We are getting calls from Nelson Watson CA but have NOT received anything in the mail stating they are the collection agency handling our account. I've asked them for it twice now and they say it was sent the day they first called ( 3 weeks ago), I still have nothing from them.

Another question on this: I am disputing the full amount of the debt so I'm sending a DV letter (but was waiting on their dunning letter first). The CA has informed me today that they are charging 26% interest on the account so the longer i take the more i'll pay. Can the CA charge interest after i send a debt verification letter to dispute the full amount of the debt? It seems they could not justly do that as I need proof of the charges and extra fees on the account are not inflated as I think they are. The CA said today that $1500 more dollars in interest and fees just posted to the account, keep in mind the amount from Cap One was $4900 at chargeoff last month.
