New Number calling. Any ideas?

It is a collection agency using some seriously shaky tactics. They call me about once a month. They are threateneing legal action, arrest, and will not give out any information as to who they are representing. When I told them to send me a bill that identifies the debt, they just went right back to saying they need attorney name and any day now someone will be coming to pick me up. When I said what day? The guy said "huh" as if I should be scared to do whatever they say. Additionally they attempted to call me at work and I call the number and told them to stop calling my job or I will sue them.
I told him to mail a copy of the bill to me, but they refuse to do so. In fact they never even asked for a mailing address. The way I see it, is you have the phone number you have access to an address, or at least you should.
One last thing... when they call there is so much distortion in the call that you can't understand what they are saying. But everytime, they call it's an important legal matter that requires your immediate attention.

If you get this type of call, tell them the first time to send you something in writing about what you supposedly owe, see what they say to that. And report them to your State AG and State financial regulatory agency.
