Portfolio Recovery Associates- calling about an old debt

I received a call today form Portfolio Recovery solutions today about a old Target credit card that was opened in 1998 ( so I was told by them) and the last payment was in 2003. The person on the other end wanted to know how I would like to take care of the remaining 184.00.
Who are these people?
I asked that he send me the information he has and he again asked how I wanted to pay the debt that he mentioned. I calmly explained that I was not aware of owing any debt to Target and would research it once he had sent me the paperwork.
He said that he just told me that I owe them $184.00 and I told him that he owed me $7000.00 and how would he like to take care of that debt. I said it was the same thing he was doing only his debt was larger..haha (he didn't find that as funny as I did)
I asked that they not contact me again unless they are willing to send out something other than a phone call. Even if I did have a Target card, this is past the SOL and it for sure isn't showing on my credit report.
Who are these people and how did they get my information?


Ok....just because your states SOL has run out does not mean that they have to stop collecting the debt. If this debt was yours, you still owe it...they just cannot sue on the account or at least there would be an affirmative defense if they attempted to.

You cannot cease and desist or request validation over the phone. Both have to be done in writing per the FDCPA.

So the calls go on...
I had asked that they send me something in writing or at least the account number of the alleged target card but they refused to do either as they said they sent me something back in 2004.
I would like to send out a C&D letter but without any account number or way to reference this, what would I say?
I have been called from them multiple times and most of the time from a different number and want this to stop. I know once I send out the C&D letter CMRRR and get the receipt back, any calls after that are 1000.00 each and I will pursue them. I just need to know what I would put in the letter as far as reference to.
Any insight would be appreciated.
