Debt Settlement is CRAZY!

So I have been working on settling my debt for over 5 months now. Here is what I have and the status of each:
* Chase $7085 -- just went to Weltman, Weinberg & Reis (they are just trying to collect at this point. Not sure what to do ... settle for lesser amount? Try to do payments to pay balance off per month for next 5 yrs?
* Citi $18400 -- just received settlement offer today in the mail. I was AMAZED that they will settle for $3600 (20%) - should I snatch this or try for better?
* Citi $11000 - haven't heard much from them...considering doing a hardship program with them...I don't have much cash on hand to do settlements for all.
I just think it's crazy that the smallest of my debts is being the biggest pain and the one I owe the most to is being so easy to deal with! Just so crazy!
Any advice is welcome!
