Louisiana Collector threatening criminal case

Regarding my sister in laws payday loan
Ms. Thomspon from 888-491-6275 Case Number 582034
called my sister, brother, mother and ex husband saying . . "she wrote bad checks, she is going to jail . . .we almost got her, we are near arresting her"
I told her to call the collection company and record the phone call . .(we are a one party state). She did call and they told her there is a criminal pending investigation, civil and criminal, didn't verify any of her information on the phone, just started talking. Said they did NOT call but it was the process server that called. Is it legal to imply there is a legal investigation and a civil case, when in fact there is NONE? the "case" number they gave is a fake . . .
Also just now my friend just called over to the collection agency and got ON RECORDING them divulging all of her private information, amount, bad check writing, everything and didn't verify anything . . .they even had an "attorney" give all her info to him.
Question: is it legal for them to imply or threaten lawsuit or criminal jail time in Louisiana over a debt? we have it recorded.
Also is it legal for them to give away personal information on my sister in law to a random person that has never met her? we have it on recording.

I am pretty certain it is illegal for any debt collector to give information that they are even attempting to collect a debt if they aren't talking to the individual who owes the debt. If they are implying there will be a lawsuit or jail time with a bad case#, they sound like an illegal payday loan company to me.
