Is there a way for me to tell if these companies are licensed in my state? I found out that one company that tried to stiff me on my final payments to clear my account aren't licensed in my state. And I was told that makes a difference in what payment arrangements they make and the amount.

Paychecktoday isn't licensed to lend anywhere, I am not sure about your other lender but I don't think they are either. Call the Tennessee Department of Financial Institutions at 615-741-2236 and ask them about the other lender.
As far as them being in "collections", what exactly do you mean by that, are they calling you? Did you receive a letter of collection via the mail from a collection agency, if so, what is the name of the collection agency? I rather doubt that paychecktoday has actually turned you over to a legit collection agency because they aren't legal! Therefore, I would tell them to go ahead and sue you so you can make a royal ass out of them in a court of law for not being properly licensed to issue loans. That is what I would do.
