First IRS - My experience with them

I had (or attempted) to have a phone conversation with someone in their office today - it was like being on one of those 60 Minutes exposes that they did on agencies like this one. This is nothing but a strong-arm tactic to put fear in you - and they will not give you an address to send a payment - what they will do is tell you that the only way to clear your account is to give them your debit/credit card info and they will process it on the date given. You cannot speak to me in a proper manner, why would I give you my personal info? Second, when I asked to speak to a manager or a person in charge I was asked "why are you harassing me?"
If you have not received something in the mail - and only phone calls - and never the same person twice - if you do not want to give me any information on yourself then we are done. Second, I found out that my payday loan had been sold to 4 different people all within a month -
