Need help! Some company called Revenue Enforcement just sent me a letter threatening me...

I was the victim of I.D. Theft last year and the guy used my info to open up a payday loan with Payday Loan Yes.com
Yesterday I get the mail and I get a letter from Revenue Enforcement asking for a settlement payment for $695.00 or else they will start legal action against me. I have no idea who these people are and I can't find any information on Revenue Enforcement. What can I do to proceed against these people? I don't want to call them I don't even know if this is a legit company. I don't want to call them just in case they have caller i.d. and then they start to harass me. I've been through enough already with companies calling me about accounts I don't have:mad:
