RLO Collection Services/MoneyWater LLC

Where did you hear these names? I have never heard about them and couldn't find anything on the net as well.

I have a default payday loan with Spotya.com. The loan has been in default since July. They are saying they are a collection company for Spotya and offered a settlement (?). Don't know if they are legit.

I don't think they are legit. The names of the CAs are not there in the website as well.

I emailed RLO to ask if they could send me something indicating they do in fact represent Spotya. This was their response:

I thought debt collectors had to send you a dunning letter stating the company they represent and the amount owed?

Yes, debt collectors are required by FDCPA to send you a collection letter 5 days after initial contact stating the debt they are collecting. But to validate the debt, they are not required to send you anything. FDCPA is not conclusive on it.

I would still say they are an illegitimate debt collection agency.
