looking for person that does not live here

someone from ars keeps calling looking for a certain person and that person does not reside at my home. I don't answer because if I do not recognized the number I do not answer. What should I do to stop this?
Answer the phone. Tell them the person they're looking for does
Answer the phone. Tell them the person they're looking for doesn't live there. Ask for their mailing address. Send a cease and desist letter.
