Overpayment of credit card

I have had my credit account suspended by Target because I have overpaid the balance owed. Anyone else have this problem? Also it seams that Target National Bank is close to broke, they are "Floating Cash" . All transactions from bank to bank are electronic, yet they have made me wait more then 5 days to "Honor" my check and I bet they will make me wait another 5 days making the total wait 10 days. I have experienced this from other banks as well.

I once got my account suspended this way (not a Target account though), but I was told that it was 'temporarily suspended' to ensure my own financial security. They also argued that it was blocked by a system-generated code in order to protect my account from fraudulent activities. I'd often wonder if they have a better alternative!
