Suntrust CC Settlement

I am trying to settle a CC with a balance of 15K with Suntrust, and am having no luck getting it below 60% of the total amount owed. I've written two letters and faxed them in but both have been responded by the same letter, offering me 60%.
I've settled with BofA for 25% on a 36K cc, and AMEX at 60% of 15K. I cant afford to pay suntrust 60% and I need them to get to 25 or 30% before it makes sense.
Anyone had any success or dealings with Suntrust before??
