Did they actually ask to repay a debt that you don't owe? If someone's trying to misrepresent things (posing a collector) then they're going against the norms set under the FDCPA. You could certainly get them prosecuted.

Have they called you regarding a debt? Have you even talked to them? If they have called you regarding any debt, then ask them to validate it. If they can validate it, then negotiate for an alternative repayment plan. You can also get professional help for paying off debts. If they can't, then send them a cease and desist letter. If they break FDCPA laws, file a complaint with FTC.
