By federal law, collection agencies are allowed to call a third party only once when they are not able to contact the debtor for some reason. They are forbidden to disturb a third party time and again. So, if Kevin calls you again, tell him politely that you are well aware of FDCPA laws and you'll be taking legal action against the collection agency. I don't think he will call you again. If he still does, contact your State's Attorney General or file a complaint with FTC.
