Garnishment of Tax Refund

Hello! If I am expempt from garnishment of my wages, does that include my tax refund? I live in MN and we are talking about collection agencies for credit cards. Thanks!
Only public debts (state, federal, municipal) and child support
Only public debts (state, federal, municipal) and child support can garnish your tax refund.
In Minnesota, how would you be exempt from having your wages garnished?
