I can tell you I did that with Great Sky after filing a complaint with the AG and sending them a copy. They couldn't refund the money quick enough.

Now for the next question. I bank at Chase. A customer service rep on the phone says they DO force open a closed account if an ACH comes in. How do I deal with this? I really need to get on top of this.

Go into the bank and speak directly to the branch manager (no one else will do), be prepared with a list of payday lenders and revoke all their rights to debit your account per the EFTA. If you read the link to the thread above this information is contained in it.

You've done the right thing by freezing your account. Now you can file a complaint against them with the Attorney General of your state. Apart from this, you should also file complaints with the FTC and BBB.
