I will suggest you to send your payment proposal in writing and if possible advance some money along with it. Possibilities are that they will accept your plan. If they return it back to you, keep sending it again so that it becomes clear that you are trying to pay your debt and it is them who are not willing to work with you.
Send your letter and payments through certified mail with return receipt requested. You will have the dates printed in the letter and this will be enough to prove your actions taken. If the matter is ever taken to the court, the judge will see both sides and seeing your effort to pay the debt, they won't make any decisions against you.

I read in your post that this is about an account that occurred in 1982. Check the date of last activity before you make any payment agreement to them. This debt seems to be out of the SOL period. Once the statutes have expired, you can't be legally forced to pay it and no legal actions can be taken against you. Remember, after the statutes have expired and you make a payment towards the account or even sign a promissory note, you will be brought back under legal actions again.
So, your first move should be to ask LVNV to validate the debt. They must give the details in writing. Later, you can dispute on it mentioning the expiry of the SOL
