I bought a foreclosure, with the entity foreclosing being a HOA, my title is second in line to the first mortgage, now there is an order of dismissal for lack of presecution, what happens next? the story is too long to go into totally, but in a nut shell does the foreclosing party have to start over again or is the foreclosure closed forever? I have no clue, any repsonse?


If the foreclosure sale is over, then it will be considered as full and final. I don't think the foreclosing party will have to start all over again. However, if the court orders for a dismissal of foreclosure, then things can be different. I would suggest you to have a word with an attorney and take his suggestions in this matter.
