repayment of student loan in CA by newly disabled

I am requesting information regarding disabled persons having to repay a student loan in CA.
The loan is under Citi Bank. My friend is now disabled and unable to continue paying. What are the state and federal laws regarding repayment if disabled?

What type of loan is it? Federal or private? If it is private

If it is private, there are no rules and no way to cancel the debt.
If it is federal, there are provisions but it is next to impossible to qualify for cancellation unless you basically have one foot in the grave.
