Payday Loan Fraud

Hi everyone. I'm hoping to get some information.
I had applied for a pdl with a company named "Paid Check" in FL a few months ago. After filling out all the information, allowing the clerk to make a copy of all of my documents (bank statement, DL, Debit card for a second ID) I realized that I didn't have my social security card. Honestly, I didn't know that I would need it and dont carry it with me. I told her that I would go home after work (this was on my lunch hour) get it and try to come back before they close.
I ended up working late and after thinking it through, decided that it best NOT to get the loan. I never heard from them again.
A month or so later, my mother said she needed some money (she is in the middle of a divorce) and I referred her to the same place. She got a loan from them, (I told her to make sure to take her SS Card) and paid on it effectively for two cycles. During the third cycle we were in TN for the holidays and she became very sick. We extended our stay by a couple of days because she was just to sick to travel. I received a call from my house sitter in Florida telling me that a man came with a folder saying that he was taking me and my mother to jail. He left a number. I called him back and he told me that he was looking for her.. screaming a cursing. I told him, she is very sick and we are in TN. What is this about? He told me that he could not discuss it with me and that he needed my mother. Well I had my mom call him and he screamed and cursed her. Saying that she had commited fraud and was going to jail. He wanted his 500.00 NOW!
The next day she ended up in the hospital with double pneumonia. My mother is 68, it is very serious.
I called "Larry" again and told him what was going on. He said that he couldn't speak to me. I told him "well you came to MY home, where MY kids sleep, so you CAN speak to me."
He went on to say that my mother had committed fraud that he had all of my information on file where I had applied for a loan and never come back. That she had used the same bank statement to get her loan. That she had used the same check stub to get her loan only changing the name. I was floored. I don't see my mother doing this... or begin to even know HOW she would do this... however.. I said that I would take care of the bill for her @ 100/wk.
His words were "I dont want your money.. I want my 500 from your MOTHER!" I told him again she is in the hospital in TN. I even gave him the name of the hospital. He said that he wouldn't come to my house again out of respect for my kids.
I have contacted him (on his cell phone...which seems shady) twice to discuss a repayment plan. The last time (around New Years) he told me he was sick and asked for my cell number. I didn't hear from him again.
My mother is still in TN. Her health is failing. She has since had a stroke on top of everything. I'm dealing with the stress of that.. traveling back and forth with my kids as much as possible.
Then, yesterday a man knocks on my door. Even though I live in a nice area, being a single mom, I dont answer the door to strangers. He knocked once and honestly by the time I got to the door he was gone. I looked out the window and he was walking down the street as to peer around the back of my house. He got in his black dodge charger and left. When it was time to pick up my son from school I drove by this PDL place and that car was there. I don't know if it was HIS car... or a cop car... or what. I'm just a 'reference' for her. I've tried to pay it for her. I dont know what else to do.
I actually called him again yesterday to say "I dont know if it was you that came to my house.... please call me back." and I haven't heard from him.
I called the local police dept and was informed that they do not have black charger police cars. But when I drove by the PDL place the car looked like it had lights in the front windshiled.
Even though I havent' done anything wrong I am terrified of this guy. I dont know what to do.
Can anyone advise me?
