Info about collect calls

I spoke to the phone company and they told me I was responsible.
I don't see how I can be responsible...why would a live operator accept the yes of a 6 year old?????
Anyhow I told them it would be a cold day in hell before I paid them for that call and well here we are.
I am beating my head against the keyboard...I can't seem to find any reference on collect call laws....I searched around the Federal Communications Commission but there didn't seem to be anything about it.
Does anyone have an idea where I can go to look up laws and regulations regarding collect calls? What agency would handle complaints about a telephone company?

WOW I wish I went to the PUC when this first happened...I'm pissed at AT&T...when I initially complained to them, they told me they could do nothing, that it was a separate company....so I said ok, then I just won't pay them....and she tells me I have to pay it else the phone gets shut off....so I told her to go ahead.
Now I find out that is illegal in Texas!!! It is called Cramming....basically the company has to have an express consent from us AND if I was to complain about an unauthorized charge they HAVE to remove it and CAN'T disconnect your service for failure to pay the disputed charge! Wish I knew that!!!!
So now that I know what's what..AT&T is going to get a huge smackdown. I will call again and see what they say, now that I know about the PUC rights I will inform them that if they do not remove the charge from the account I will be filing a complaint with the PUC AND filing suit against them.
