On my credit report I saw that I owed for an account which had a status of "Claim filed with government", but there was no recent balance. The only $ amount was the credit limit. Is that what I owe? Also, the creditor's statement says "Debt being paid through insurance." What does that mean?

You can contact your creditor in order to know the amount that you owe for that account. As far as the creditor's statement is concerned, your insurance company is paying for the debt. The creditor has not received the payments from you and have thus contacted the insurance company to pay off the dues on your behalf.
