false 1099 by Federal Credit Corp

Hi,
This company started writing my husband saying he owed money to them about 4 yrs ago. We didnt start this debt. I checked with the credit card they listed and they had no information available. It has never been on my husband's credit report.

I wrote back within 30 days and asked for dv and all they would provide was "we checked and he owes it" on their own letterhead. I wrote again and said you have 30 more days to provide proper validation or the matter is closed. They provided the same letter as before.
Occasionally they would send a letter offering to let us settle the debt for Easter or something.
Then in 2009 they sent a 1099 saying they were writing off the debt. Someone said this was probably just a threat and so i didnt file with it. Now the IRS says we need to correct and pay interest. I disputed and gave them all the paperwork (i included certified copies of mail etc..) and the 1st IRS response was the information you gave us supports what the business sent.
We sent in a harsher letter to the IRS but now what? They are supporting a collection agency who has broken the law several times i think. I gave them the facts with proof and thats not enough. Anyone have any idea what we should do next?

This crap company is out of texas. and we are in pa. I check with attorney generals like a year or 2 ago who were no help at all. thanks for any advice.
