Question regarding PDLs and the phrase "check fraud"

Anyway, so DTA is going after me for an alleged pdl I owe money on, they want $500 more than I allegedly took out. I've sent them debt validation letters, requested they stop calling, etc.. They're calling me again and they have not validated the debt.
In a recent e-mail I received from them, they stated that I'm committing "check fraud" and that the FDCPA is not applicable to my situation.

I've been asking for a proof of debt for over a month and instead they are sending me harassing e-mails threatening arrest and calling me after I sent a letter requesting validation of debt, proof of licensing to collect in the state of PA, and that they cease and desist contacting me and my family on the phone and that they should only send correspondence to me in writing going forward.
They are claiming that I took out an online payday loan in 2006 in the state of PA. (I'm not sure if that would be considered 4 or 6 years based on the SOL chart on this site).
Note: at the top of the e-mail was a picture of someone in an orange jumpsuit wearing handcuffs....if that doesn't threaten arrest, I don't know what does
