My brother was told by collection agent that they never received the final payment which was due from him. Interest and fees now stands well over the original amount. Can they make such claims??

Well if the final payment wasnt received, interest and fees would continue. Can he prove he did make the payment? Copy of a cashed check? Copy of a paid money order? (Money order receipts are not proof of payment...you have to get a copy of the paid draft from the issuer.)
