Need help and guidance

I am on disability for torn ligaments in my knee.Rehabed but can't go back to work, i have a small drawer in my knee. Disability insurance finished on Dec. 31/2010. Tried retraining but too much red tape before finishing disability. Trying to find a suitable career before i lose my house.Have trouble finding work. Have requested files and will speak to lawyer for legal right. I am on the verge of bankruptcy - 42,000 + in debt.
38 years old with the first of three blocks completed for my trade which is useless now. Any assistance or help would be appreciated .
Also would anyone know where i can find the gov't regulations or act that regulates credit card debt management. I am going to check out the ressources on this site.
