how can i get a hold of someone to erase a settled collection on my credit report

Debts sometimes cannot be erased. If they are reporting correctly and accurately, there is no obligation for them to remove their tradeline. Any company promising to erase ALL bad debt is lying to you and should not be trusted.
You can try, when settling with a cc company, to have them repor
You can try, when settling with a cc company, to have them report it as "Paid in full" but not many, if any, will. A settled collection will report that way and probably isn't removable.
