I have a balance with a university in the state of Florida that is about five to six years old. I attempted to pay the balance and was advised that a portion ( $675.00)are for collection fees. Is it legal for the university to charge me such fees? According to their representative the fee is for hiring a collection agency and cannot be petitioned

Yup, it is very legal. Whether it be tuition or a loan, you agree to all the costs of collections, including court and legal costs and hiring a collection agency. Look in the student handbook...when you enroll you agree to abide by all the terms in student handbook.
