An individual owes me money

I live in Canada and payed (via PayPal) an individual in the USA for an item that he never sent to me. The individual is not cooperating and now ignoring me. Can I hire a collection agency to help me get my money back? What are my options?


I have tried both. PayPay can't help me as I sent the money as "personal" and not "purchase of goods". The seller asked that I do so so that he doesn't have to pay any PayPal fees (stupid me). PayPal suggested that I contact my credit card company and initiate a charge back process. My credit card said they can't help me because too much time has elapsed (there is a 75 day window).
I am now talking with a collection agency to see if they can help me. They say they can definitely help me. I am wondering if this is the best solution or if I am walking into another scam?
I appreciate everyone's advice!

I think both Paypal and your credit card company are correct in that they can not do anything at this point because of the way the money was sent and the 75 day time frame. I personally don't think a collector will have much impact but you can always try. I would base my decesion on how much they are going to charge for their services. Also, it would depend on how much the item cost that I lost.

I once was involved a deal that went sour through ebay on an item that a friend of mine sold. The auction stated no personal checks and they sent a check. My friend did not have an account and I reluctantly aggreed to cash the check. I waited 14 days for the check to clear. The items cost around $400. I went to three different bank locations to verify that the check had cleared and they all said it had. I sent the items and then 2 days later the check bounced. The buyer lived in CA and I live in KY. I used his mailing address to figure out phone numbers and I started my own termporary collection service. I called the one number I had and pretended like I was a friend to gain access to additional phone numbers and address. I then started calling those numbers every day when I arrived at work which would be about 4 am their time plus multiple times during the day. His grandparents were really mad at me because one of the numbers was their house. Anyway I told them either to send back the stuff or send payment. After about a months worth of time they sent back the items.
