Fed up with Joe Pezzuto

I get this letter that looks like some sort of legal document that's from a lawyer or the courts or something making it look like I'm in a lawsuit.
Can this "law office" collect a debt for another collection agency who was not the creditor??

A collection agency can sell off a debt account to some other collection agency and that CA can collect the debts from you. The law office is acting as a CA and is collecting the debts from you. If you have received a summons from them, you should make sure that you reply to that summons.

That's the thing - I haven't been summoned. CACH, LLC is not the original creditor so how can this Joe Pezzuto say he's collecting a debt from the creditor when CACH wasn't my creditor??
I've read other posts where the two are affiliated in some way.
Also, at the bottom of the 'legal' document it states "this is an attempt to collect a debt any information blah, blah, blah"
Another thing is that I had made payment to them in the past and then lost my job - I explained this them and said no problem then left me alone for about a year.
Now the latest letter is showing what I've paid - first payment was in April of 2006 and the last was June of 2007 (something like that) - I'm in AZ and just got this letter at the end of February of this year, aren't they past the SOL?
