If a card was issued in 1995 to another person but you wear a co-signer am I liable for the debt (the person issued the card is a military soldier) so I know if they really wanted to they could contact & find this person.

The time the card was issued is not important, what is important is the time the account defaulted....each state has a statute of limitations (SOL) anywhere from 3 years to 10. Once this time is up the debt can't be sued for, though they may continue to attempt collection of it until the sun explodes (and I think some of these CAs will still harass people in the afterlife as well! heh)
