I reside in Thailand, only. Is the FDCPA in full force and effect under such circumstances, as I reside wholly here in Thailand, under a "Ritired Visa."

If you incurred a debt while in the U.S., the SOL will be tolled
If you incurred a debt while in the U.S., the SOL will be tolled if you leave the country. The clock will start again upon your return. Also, some countries cooperate with the U.S. in regard to debt collection. I'm not sure what your reference to FDCPA means. Are you being contacted in Thailand regarding an unpaid U.S. debt?
