Shazz, like I had sent you a message before - too many outgoing links affect a site's PR. So it's a request not to add too many outgoing links repeatedly even though they may be .gov sites. However you can use them occasionally. Please deactivate them or keep the full url within quotes. As we are noticing too many outgoing links from our site these days we are trying to restrict them.
