I was wondering if these PDLs are legal. I live in the state of kentucky and i know online PDLs are illegal but I read about CSO so now i'm confused.

In the state of Kentucky, payday lending is legal. However, not all the payday lenders that you've mentioned are legal. They may not have the license to operate in the state. Amongst the name mentioned, Thinkcash is legal. It is not a payday lender, as far as I know. It is actually a bank.
