Soaplady is correct. Technically, while you are in an active 13 you cannot incur debt. The reality, however, is that a lot of folks apply for and get credit cards. The problems materialize when those folks cannot make the Plan payments due to the added credit card payment. Very risky if problems arise.
The moment you obtain a discharge, be it through a Chapter 13, 7 or 11, you will get offers for credit cards.
