AMO collection agency

I had a phone number on my caller ID that goes back to AMO. I verified with Minnesota department of commerce and this locaiton is licensed in Minnesota. That scares me to death.
My question is - why are they not leaving a message. Also, does anyone know who they normally collect for and are they associated with Peach Street Law Center.
I had a few IPDL 2 years ago and am surprised they still call. It seems that a new company calls a couple weeks after I send a debt validation and cease/desist.
Can anyone offer any theories.

Is the original payday lender licensed to do business in your State? If not, then you are only morally obligated to pay back the principal balance (no interest/fees).
