Can rjm issue a warrant for someones arrest?

but they didnt say that it was because they refused payment. i remember doing somewhat extensive research on this when i had found there was a warrant issued for me a couple years back. i found that in the event of ignoring a subpoena, or certain court orders (the latter seemed complicated and i never quite understood the logistics of it) one can be held in contempt of court and ultimately a warrant for their arrest could be issued. i'll scan around and see if i can find the links i had when i did my research.
