Northway Financial/E-Care is merely a call center for a number of internet PDL companies including Zip19, Cash Transfer Centers, Payday Avenue, Red Leaf Loans (Canada), etc. NWF/E-Care, while affiliated, don't actually own the PDL companies listed above. They are merely representatives and do the customer service on their behalf. The Malta and Surrey addresses, however, are both accurate. All of the above companies (in addition to others I can't recall) do operate under the laws of Malta, which is a country in Europe.
Unfortunately, despite the fact that their call centers are located in Canada and Ireland, the company that employs workers also operate under the laws of Malta. I used to work there and when I argued about their labor standards, was informed that they were not required to conform to Canadian labor laws as they operated under the laws of the Republic of Malta. If they do not treat their employees like Canadian citizens, I'd bet that they wouldn't consider treating their customers as rightful American/Canadian/Austrailian citizens.
