no,under the FDCPA a CA has 5 days to send a letter of collection.only in TX is there a timeframe and it is 30 days.there is a 30 day window for you to send the DV letter,but again only in TX is there a timeframe to validate.otherwise a CA that can't validate will most likely pass it off on another CA.
