I received a call this morning from this agency on my personal cell phone regarding a relative. What is the best way to keep these people from calling me regarding someone else

You can send them a cease and desist in writing. CBE is a Department of Education collection vendor...is it possible the reference listed you a reference? If so, give them the persons phone...then they have no reason to call you back. If they cannot reach the relative and even when if you cease and desist, if the account goes to another CA, the cycle starts all over again.
